If this doesn't work. Try:
Win+R→type "cmd" press enter →type "netsh winsock reset" press enter→restart pc.
when you try use comunication with support, or when you get any problem with steam and need check forum, we can start see how real steam and how they treat with clients, no solutions, old problems, and abandon of forum by developers

guys i found the best solution if anyone else runs into this issue, and this solution doesnt work. ctrl alt delete..go to processes and then look for a steam.exe end that process then try again, it worked for me.. good luck everyone.
if anyone is still having trouble i did this and the problem was solved. first i made it so it ran for windows xp service pack 3, then after that right click the steam icon and go to your library. that's all

Guys, some of you experience this problem after closing steam, it could work by restarting the device, OR:
Task Manager
(Click on more details if you didn't do it in the past)
Details tab from the top of the window
Look for steam, and end the task
then, run steam again, it worked for me.
I CANT FIND MY CLIENT REGISTRY
I re-installed steam
I deleted the .BLOB folder
I removed the steam.exe task in the task manager
I tried running it in compatibility mode
AND i went to Task Manager and ended any steam operations
.and steam still doesnt open up
File is not there
For windows 7, go do Control, Alt, and Delete at the same time. Click task manager on the selection menu.
Up top of it, click "Processes" and find "Steam.exe" and delete it.
This turns off steam, allowing you to turn it on and open it.

reinstalling steam works once every time
bruh i tried 17 different videos and non of them worked even this one and i reinstalled steam like 4 times and it still doesn't work and my laptop is good idk wtf is going on

If you go to task manager and then details and end steam.exe and then open it then it should work
OR another fix is to delete system 32. 2017 [100%] WORKS!!!!

I FOUND HOW :
1. Start task manager (ctrl+alt+delete) or just right-click -> start task manager
2. go to the tab entitled " processes" (IF THE MENU DOES NOT SHOW UP , DOUBLE-CLICK THE WHITE BAR )
3. search for the 3 steam processes.
4. Right-click them all and end procces
5.Open steam , or any steam game and it should work 🙂

Guys, if you've tried everything and none of it seems to be working, i'd recommend either the fix that Shadow suggested further down in the comments.
Completely exit the Steam client. (you have to do a processes close down trough task manager ctrl+alt+del ->task manager)
Open the run dialogue by pressing windows key + r (you can also navigate here from the start menu by typing run).
Type steam://flushconfig then press enter. (If asked to allow this website to open a program, please click Allow or OK).
Restart your computer. (yes you must this time, do it right away even if it look like computer did nothing)
Now, launch Steam directly from the installation folder, not from a pre-existing shortcut (~C:program files (x86)Steam).
The Steam application will either appear as Steam or Steam.exe depending on whether your settings show file extensions.
That, or if you have any of these programs:
Vuse
Vuse Leap
PowerISO
Remove them from your PC, completely, every single stray file. After I did this, as of now steam seems to be working just fine. Will post an update in a few days if the problem is still fixed.
Nothing worked for me besides reinstalling steam. Never forget to back up or move your steamapps folder so it is not installed as it contains your fully installed games.
If you've tried the task manager method and the blob file method you prob will have to reinstall.
